Converting a two family/4 story garden apt to double duplex

Either way it needs to be filed with the DOB. If your house has a C of O, it will require an Alt-1 filing (more complex/expensive/time consuming). Hi, wondering if anyone has any knowledge to share on converting a legal two family/four story currently with garden level apartment to a two family / two duplex. Some have advised that you can make the layout change without issue and others have told us that the change in layout needs to be registered with the DoB. Thanks in advance!
