Are properties that are tagged as Ditmas Park Historic District, R1-2 allowed to put a fences in front of the property? Currently there is just grass in front.

Probably not, unless you can show that a fence was there prior to the designation, but check with the LPC. In addition there might be covenants governing front yards, so you should check into that.
