What to do about bees and a dead tree

Hi all. In the backyard diagonally across from mine, there’s a 50’+ tree that the owner has deliberately killed by cutting off the bark all around the trunk. Now, there’s a giant dead tree that will become increasingly brittle and, presumably, fall into several neighbor’s yards including my own. That’s problem # 1.  Since the tree has died and all the leaves have fallen, I noticed a large bee/wasp nest hanging at parlor floor level. It’s about 18″ tall and is hanging by a thread. When it drops, there’s going to be thousands of angry bees flying around! Problem # 2.  The building is unoccupied, but the yard is being used as a vegetable garden. i’ve spoken to the gardener and asked him to have the owner contact me, but that hasn’t happened. I’ve knocked on the door in the hope of finding the owner, but no luck.  311 won’t take the complaint unless I have the name, address and phone number of the owner. I can’t get the phone number. Harboring bees is considered a hazardous condition apparently, but nothing can be done unless the owner is contacted.  Any advice? Thanks.

The bees will be gone in a month or so anyway.  Yup, paper wasps.  They won’t go after tou unless you’re annoying them

Thanks. I looked on acris and bisweb already and can find the owner and the address, but not the phone number. The phone number is a required field at 311 unfortunately.

look up the owner on ACRIS (http://www.nyc.gov/html/dof/html/jump/acris.shtml/) or BISWEB (http://a810-bisweb.nyc.gov/bisweb/bsqpm01.jsp) and you can find out the owner’s name and possibly contact info. Wouldn’t worry about what sounds like a paper wasp nest, it’s unlikely to fall and they don’t tend to swarm.
