Moisture cure urethane problem

I have used two different moisture cure urethane products on newly sanded and stained original pine floor boards with different results.  Our retailer said the two products were identical, but, while the Garco Classic World moisture cure urethane behaved well, the Dunham’s moisture cure urethane appears not to have soaked into the wood, or even bonded with the floorboards.  Painter’s tape will pull it off the wood.  Any bump to the floor results in a whiteish bubble of air underneath the surface.  I have many places where it is coming off of the floor and I discovered it can be easily scraped off with a putty knife.  I have never seen anything like this.  Has anyone had a similar experience?  Thanks for the feeback.
