What is this strange device?

call the city and ask, if no one claims ownership get a supersoaker full of whipped cream and shoot it from as close as you can get and watch who comes to repair it.

If i didnt know who or what it is i’d be questioning its right to be there outside my window.

It was just installed outside a friend’s window.  I thought it might be for environmental quality monitoring, but it looks like something from the “X Files.”
