Toilet Recycling?

There was a whole push around an announcement last year that, starting in 2013, NYC would be offering a $125 rebate for upgrading to low-flow toilets, and would recycle your old commode (annoucnement here: http://www.nyc.gov/html/dep/html/press_releases/12-19pr.shtml). Any idea what the status of that is? Or where else I can recycle a toilet?
