Whats happening on Prospect Ave and 4th?

Was this location once a gas station or auto-related shop or was it once building/housing that did poor asbestos demo related? But Yes – I agree with Guikazoid, it would be in preparation for future new developments.

so a friend referred me to acris (http://goo.gl/QS1kCf) and it states: “INSTALL TEMPORARY CHAIN LINK FENCING AROUND CONSTRUCTION AREA. EXCAVATE APPROXIMATELY 975 SQUARE FEET OF CONTAMINATED SOIL. AFTER EXCAVATION, BACKFILL WITH CLEAN SOIL. NO CHANGE IN USE, OCCUPANCY, OR EGRESS.” is this what usually occurs prior to starting a new development?
