Is a grade-level wood deck--not attached to the house-- permitted for a 3-family?

As far as code goes, I think the 20% combustible material only applies to the roof surface of the building. Are you changing any plumbing? I wouldn’t see why you’d need to file this job. Also, re: Black Locust. It’s a lovely ‘green’ wood, but I have had clients dissatisfied with the way it ages. If you have experience with it, then by all means use it, but Ipe (while less ‘green’) is usually a better match for bare feet. If you go with Locust I hope you are using Citilog (Black Locust Lumber)- they care so much and have an excellent product. If you found someone cheaper, please post it, as I have looked before.. but the world of Black Locust is a very insular group.

I’m in a 3-family brownstone and am considering building a ground-level wooden deck in the backyard, off the parlor level steel deck. I can’t tell if all the good advice on this forum applies to 1) a  ground-level deck not attached to the house or 2) multiple dwellings like my 3-family.
