We live in a newly renovated pre-war condo building. We just discovered that our outer walls within our apartment were not insulated properly and some walls have no insulation plus our pipes going from floor to floor do not have insulation at the base. We went to the Attorney General who told the sponsor that the work needs to be done but he refuses to comply. What can we do?

with respect to pre-wars – *IF* the building has no fresh air / return air supply then the “breathing” via the building envelope is your only source of fresh air.  be careful sealing up buildings that don’t have fresh air, just sayin.  indoor air quality is an issue.  also, don’t forget that the building would need a thermal airtite break before placing fluffy insulation (EPS styrofoam) on the outside walls – otherwise mold is a potential.

Assuming you mean insulation for heat and not sound. The NYSECC (energy conservation code) which may apply here, regulates how your exterior walls must be insulated. This was spelled out in the filing documents with the DOB at the time of permitting for the renovation.  I also believe that HPD has basic guidelines for all dwelling units as well (and I think you can find that on their website).  All that aside, if the sponsor refuses to comply in the face of clear evidence of improper construction, then you have an uphill battle ahead of you.
