You may want to look at Indow Windows, who provide an interior storm window insert that allows you to keep your existing windows and still reduce noise and energy costs. They also cost a lot less than new windows. They are used a lot in landmark buildings as there is no approval required – no construction is needed, no changes to existing frames. We just installed some last fall and are very happy with them. You can find them in the Directory section of Brownstoner.com

We recently installed interior storms from Indow Windows on our old single pane windows with great results. The noise has been reduced considerably and the inserts are real easy to install. They also did not require any permission in our landmark building. We used their acoustic grade, which has a thicker acrylic pane than their regular insert.

My husband and I used Curated Design Build http://brownstoner.staging.wpengine.com/curated for the gut renovation of our pre-war upper west side apartment. They were referred to us by a co-worker who used them to gut renovate her house in Clinton Hill. They handled the whole project from start to finish and given some nightmare stories I’ve heard from others about their dealings with their architect, contractor etc I can’t imagine having done it any differently. it isn’t roofed because that would make the building exceed lot coverage. but we need the wall there, in order to be able to build at lot line, we want to build up on top of this house, and the house is removed from lot line only 2.5 ft.

I’m another architect and am going to respectfuly disagree here. Yes, you’re combining units but according to TPPN 3/97 (http://www.nyc.gov/html/dob/html/codes_and_reference_materials/tppn0397.shtml) and if among other things “Egress from any floor of the building (stairs, corridors, passageways, lobby, fire escape, etc.) shall not be altered under this application” you do NOT need to get a new C of O. And a 3-family is the same use group as a 4-family, so you’re not changing use group. Otherwise, look at the FDNY FAQ Chapter 5, Item 6 (http://www.nyc.gov/html/fdny/html/firecode/faq.shtml#5). These are a list of 5 conditions, which if you meet any of, you will need to sprinkler. From what you describe, you do not, so you may very well not need to sprinkler. If after this, you are still unsure, and absolutely need to know before you file, then file a predetermination and ask the DOB. JIm Hill, RA, LEED AP Urban Pioneering Architecture

I’m not an architect, but have been deadling with this in my own renovation (3 family to a 1 family). My lay person understanding is that, for the DOB, if you’re changing the C of O and don’t meet one of their exemptions (for example, 3 stories, 1-family, location on a wide street) you will need to sprinkler. For the FDNY, the trigger is change is building class. Again, lay person, but I don’t belive a 4 to a 3 is changing class, so you may be OK with the FDNY. But that doesn’t help you with the DOB. My advice is to build this into your mental budget. My project was pretty clearly exempt (changing to a 1 family, 3 story height) and this held up our Alt 1 approval for months. We really weren’t sure how it was going to fall. You can get better information by searching the archives. Also, there is a Harlem-based blog called ‘beating upwind’ that had an understandable explanation of the DOB rules. The sprinkler system itself can be designed to have minimal visual impact (recessed heads) but the whole thing is expensive. In particular, you may need a new water main and meter, which itself eats up a lot of the cost.

Any other architects on here? There is an explicit DOB TPPN that says that combining apartments does not trigger a new CO. There are also other ways around the issue if you want to combine apartments but do not want to change unit count.

Yup. I had the same problem when trying to convert my 3 family to a 2 family (and adding a penthouse extension). The NYFD rules are tough — a change of use triggers the need to install sprinkers. I already had sprinklers in the public hall, but that was not enough. Who wants to rip open all the ceilings? Its one thing if it is a total gut job, but this was not the case. I did see a post recently that implied the rules were being reviewed/clarified, but haven’t seen anything since. I can’t begrudge the City trying to make buildings safer, but in my case the expense and hassle killed the project.

WindowsWeAre are absolutely terrible…they did such a bad job on my replacement windows. You’ll notice that they had good reviews years ago but not anymore. avoid!
