Affordable Architect Required for deck off Parlor Floor with Stairs down to garden.

Apologies if this has been answered many times already by the community, but I can’t seem to find it. As the title suggests, we wish to build a deck off our parlor floor with stairs down to the garden, and we wish to file. Is the filing process something that anyone has managed to do on their own ? or is an architect / expeditor (?) absolutely needed ?  Have seen lots of recommendations for deck builders . But they all say if we wish to file, we need to have an architect submit plans. Any general idea’s of expected costs for the filing process would be very much appreciated also, Thanks!

anarchitect Brooklyn Is the deck ocurring in a Landmark’s District?  Do you have a strong aesthetic sense of what you’d like to accomplish? Will there be some structural engineering required?  Is there a sense of budget for total scope of work? These will inform your professional services fee.
