What can be done about illegal parking by food vendors (blocking fire hydrants) at Grand Army Plaza on weekends?

it is not illegal to park in front of a fire hydrant if there is leagal parking on that block and the driver is present and ready to move the vehicle if requested by fire dept.  I’m not sure a food truck is subject to different laws.
