donna- when we adopted our cat (then a kitten) in Chicago, they had a whole sit-down interview process for it. It was both somewhat understandable and totally ridiculous.
(and then her stitches ripped open the day (sunday) after we got her, and it was a terrifying stressful 30-some-hour period with a cat with a large hole in it. Luckily,she was still under warranty, and they fixed her back up.)
rf- I adopted a cat once from Petsmart, after I lost 3 in a 2 month span. (Illness, old age). I don’t think they had those rules then because I got just one kitten.
