California did a pretty decent job of repairing bridges and freeways after the Loma Prieta and Northridge quakes in the 1990s.
The subway lines through the WTC site were rebuilt relatively quickly (a year or two), and it not take too long to clear the site to the point where it was ready to be rebuilt.
I think the US can get things done in an emergency, as long as what is being done is basically an exact replacement of what was there before.
What the US cannot do anymore is create new projects in anything resembling a timely or cost efficient manner.
It seems like we lost that skill sometimes around the 1970s, although it had been fading in various ways for a decade or two before that.
