jessi, he could’ve refused to sign TARP, either by veto or pocket veto. The question then is whether Congress would have stepped up to override his veto.
Jackal – couldn’t the president have decided not to sign TARP and to allow the financial meltdown and start anew? Couldn’t the Pres have made that decision? Or are you saying the Fed would’ve done stuff to prevent a pres from going through with such a thing?
