obviously it won’t be enforced. but you could always carry around raw broccoli and when you see a dog feed it to them. let the neglectful owner have to deal with the dogs farts later on!
So the proposed time limit for leaving a dog tied up would be three hours?
1) Isn’t that still a VERY long period of time, especially in extreme heat and cold?
2) How will this be enforced? Will they have doggie cops putting chalk marks on the dogs like they do for car tires to determine for how long the dog’s been tied up?
