I would probably call the authorities. More accurately I would probably call my mom (not at 11pm Eastern though) / a good friend / possibly my priest first and ask what they thought, and then do it.
My first thought was ‘that’s too late for a young child to be awake and outside’, but I only have my own parents’ standards to go by on these things as I am not a parent.

This kid freaked out half the passengers in the back of the plane. The flight crew even came to see what was going on. I felt so bad for the dad. The kid was also acting like a jerk before we boarded. I guess some kids are just extra vocal.”
I just ran out of liquid hand soap and am using a bar of soap to wash my hands. I don’t even own a soap dish anymore. I hated how the soapy water collected at the bottom of the dish.

How could I ever be 100% sure? Of anything? I can’t, I’d be a nut if I said otherwise. (Well, I am a nut, but let’s hold that aside for the moment, shall we? ; ) )
I’m going with my gut. I’m going with the information I have gleaned from reading multiple sources, from listening the people involved and what they are saying, to the opinions of the people I respect and who know the people involved with this center, the opinion of the people putting money into ASMA and in turn giving it to the center people, and hearing what they are saying. From listening carefully, to who is saying what. From collecting lots of info/facts.
