Benson, what IS the role of the Army Corp of Engineers? One of the best books I ever read was “Rising Tide”. It was the best history book I ever read and dealt with the huge flood in the Mississipi Delta in 1927, which was a real turning event in the history of the south in the extended post-Reconstruction era, the black migration north, big government solutions to disasters (Hoover) GREAT BOOK!
Anyway, one of the Chapters dealt with the Army Corps of Engineers and its role in deciding how to deal with the River/levys/dredging. The book claimed that their scientific mistakes in deciding to dredge the river led to the conditions which led to flooding and resulting massive destruction in the area during a time of extraordinary rains. Anyway, that assumed that Army Corp has a role in doing work on rivers (dams?).
