Only way that would be true is if you count CO2 as a pollutant, from oil sands and mining. Not as much real pollution (SO2, NO2, O3 etc).
Also the article may well have adjusted it per capita, which is kind of unfair as Canada has a smallish population but is a big commodity exporter.
