… Bloomsberry may want to cut 23,000 city jobs, but most city Union contracts have a “no layoff” clause, so it’s doubtful.
City jobs will be “cut” though attrition and not filling currently empty positions, but the actual number of city workers “laid off” is going to be far less than 23,000 (non-Union employees will the be first to go most likely).
