And I’m not blaming the tenant. It is the Housing Authority’s fault that this is allowed to continue.
Given your preferred means of transportation, it’s no wonder you have a headache. I typically take the subway when I go downtown, occasionally the bus. I rarely drive, and I NEVER fly.
I am connected to a housing non-profit. We have maximum and minimum occupancy requirements per apartment. If people’s circumstances change we don’t require them to move immediately, of course. We certainly do request people to move within the bulding when a smaller / larger apartment becomes available, though.
