Attention newbies:
Please see page 873, section 4, in the addendum to your manual. Due to severe budget cuts, realignments, reshufflings, and various other assorted obfuscations…there is no budget line for decoder rings or tiaras for newbies this year. No exceptions. You are free to make your own, of course! Or send away to the company on the cereal box or in your comics, if they still do that!?
