The Karl Fischer-designed building at 659 Bergen Street has not completed its plumbing inspections, and so far no certificate of occupancy has been issued. Some buyers have been in contract for two years and expected to move in over a year ago. Meanwhile, a complaint filed with the Department of Buildings claims someone is living on the top floor, despite the lack of CofO. Apparently one of the units is still available to buy, according to the listing.
