A lottery has launched for 125 truly affordable apartments in an under-construction development at 583 Emerald Street in East New York. The apartments will be in Linden Terrace III, the final of three buildings that make up the 548-unit Linden Terrace development.

The eight-story Linden Terrace III building will have a total of 154 apartments as well as a community center, children’s playroom, rooftop terrace, and more, according to the lottery website.

The first building of the trio had a ribbon cutting ceremony in March 2022 to celebrate its opening, and a housing lottery for the second building launched in September last year. The entire development is slated to be finished by early 2024, according to a 2022 Housing Preservation and Development press release.

Linden Terrace III is being constructed through the ELLA Program of both the New York City Housing Development Corporation (HDC) and the New York City Department of Housing and Preservation and Development (HPD) and HPD’s Mandatory Inclusionary Housing Program

Apartments included in the lottery are for those with a household income between 30 percent and 70 percent of the Area Median Income, or between as little as $16,938 for a single person and as much as $122,570 for a family of seven.

The units include studios and one-, two- and three-bedrooms, with the cheapest being a studio that rents for $419 a month, and the most expensive a three-bedroom that goes for $1,963 a month. For those earning 30 percent of AMI, a three-bedroom is available for as little as $722 a month.

Floor plans on the Housing Connect website show each bedroom has a closet, and three-bedroom units have two bathrooms. The development is smoke-free and does not seem to allow pets.

According to the architects behind the plans, Magnusson Architecture and Planning, the building was awarded the NYSERDA Buildings of Excellence Award in the program’s second round, and it will be the most sustainable of the three phases.

“With highly efficient electric heating, cooling, ventilation, and domestic hot water systems, Linden Boulevard Phase III will be a fully electric building and operations will not contribute any direct greenhouse gas emissions,” Magnusson says on its website.

Other buildings in the development also use cutting-edge green technology, being fully electric and using solar and geothermal for hot water and heating and cooling, according to MAP.

Affordable housing builds in Brooklyn have been on the cutting edge of green technology even before the City Council mandated all new construction must be electric by 2027. Examples include solar panels, geothermal heating and cooling systems, and passive house technologies.

Half of the apartments are slated to go to residents already living within Community Board 5 boundaries, where the building is located, a policy that is currently being challenged in court. The development is near the L train and B15 bus, and is close to the recently opened Shirley Chisholm State Park, according to the lottery information. The lot at 583 Emerald Street has been vacant for at least 20 years, tax documents show.

Applications for the affordable housing lottery must be submitted by July 24. Apply through NYC Housing Connect.
