Half Bath - Minimum Size Requirements?

Our apartment has two full bathrooms and a small kitchen that shares a wall with one of the bathrooms. We would like to expand the kitchen and convert the adjacent bathroom into a half bath. Could the half bath be 3’x7′, or even 3’x6′? We are confused about whether we need to comply with ADA codes (or other NYC-specific codes). The building is a co-op, four-story walk-up. We live on the ground floor. If our plan is too small for the half bath, what would the minimum requirements be? Thanks.
