what is the process of making an offer
I would get a contractor in there asap. They are much more knowledgable than an inspector and are likely to give you the most helpful info. An architect would be good, too, but definitely a contractor that someone you know has used and recommends.

Hi, I’m interested in making an offer on a house that needs a fair amount of work. Should I have an architect and or engineer look at it BEFORE I make the offer or after? Architect (or just a contracter?) to help assess the costs of fixing it up, and then an engineer if I get to an accepted offer? Thanks very much!

Make an offer and make those inspections contingent upon inspection and approval. If problems are found you negotiate further or walk away. If you want to be safe, do it before you make the offer.
