Yes, the police will show (or rather they are supposed to).  You can either call 311 or the local precinct and file a complaint.

I never wanted to take action on something like this before but this incident just took the cake.  Some thoughtless, talentless idiot on President Street in Park Slope was singing and playing guitar (with amplification too) at 3 AM this morning.  Will the police actually respond to such a complaint?

They might. Back when I was in high school, the police always showed up to break up our house parties. And that’s when Brooklyn was less safe, so they probably had better things to do. Or….you could scream out your window/go down there and tell him to shut up.
