Plumbing Signoffs

I am converting a two family to a three family. Can Some of the Plumbing be signed off before the other plumbing is completed. Or does it all have to be signed off at the same time. I want to rent out at least one of the apartments while the remainder of the work is ongoing.

Yes, you can sign off at any moment and continue the work for others. We are doing this usually.
