When to move in after reno?

We are in the final stages of a brownstone renovation and I’m wondering when we would be allowed to move in.  We changed the C of O from two family to one family. Are we allowed to move in after the construction is complete or do we have to wait for the final electrical, plumbing and construction inspections?  I’ve been told that during the final inspection, the house can’t look like anyone is living there.  Would love to hear from anyone with experience on this.  Thanks!

We had a C of O change (summer of 2011) and we were there and very much moved in when the final electrical, plumbing, and construction inspections happened.
