Need permit for legalization?

A friend of mine wants to legalize the gas furnace that was converted from oil by the previous owner. The previous owner did not file the job.  Now, all the works have been done, but was told that she need to get construction and mech. permits. The plumber told her that he cannot pull out his permit without them.  Technically, there’s nothing to be done in terms of work, except to call for an inspection.  Is it really necesary to get a contractor to take out the permits?  Thanks.

plumber can do legalization under procedure called ” legalization of work done by others”.  Fines might apply. Also, plumber who legalize work must assume all responsibility for existing work, and must do all necessary  corrective work to bring installation up to code. no other permits necessary, only plumbing permit for oil to gas conversion
