Buildings Dept. Issue - Can't Refinance Because Job Not Signed Off

Hi Brownstoners, In attempting to refinance my mortgage it was discovered when the title search was done that I have a job that’s not signed off on.  The job was all properly permitted and done according to code but I guess there’s a final sign off process that was never completed.  The job – which was A2 – was completed in 2006 – so any permits issued have since expired.  The fact that the job never received a final sign off has scuttled my plans to refinance and I’ve sort of given up on the hope of refinancing – but I’m wondering what it might take to get this problem resolved.  With no plans to refinance or sell the property at this point I’m not particularly pressed for time.  And if resolving this will cost many thousands of dollars I’m simply in no position to do it now.  I would prefer to resolve this problem without involving the architect who handled the job initially.  Can anyone out there provide any advice on how I should address this situation?  I’ve looked up the property on BIS but didn’t actually see anything which looked amiss.  Its only the title search that revealed the problem.  Any useful advice would be greatly appreciated.

Worse case senerial, you may have to hire an expeditor to file for another permit, & get the final signoff. Perhaps the inspector ( at the time ) could not gain access to the property during final inspection.

Start with the original architect, it may be that the plumber did not close his permit which then keeps the architect from closing. Either way, you should have been notifed. Now the project fees will need to be repaid to reopen the permit and then close the permit. Involving someone new will cost additonal money as they will need to take over the project. Your original architect should want this closed as much as you.

sounds like the architect or one of the subs (plumber,electrician) did not signoff on the final inspection, probably due to an argument over extras…going around the filing architect and subs will cost you more than biting the bullet and dealing with them (look at required documents and inspections on plumbing and electrical permit info on the bis)
