A diamond wheel or other abrasive disk in a cordless drill will cut through a U lock (or anything else) like butter.  I’d put a sign on it for a day or two and then go for it.  If you have the space, you should bring the bike indoors and let the owner come and claim it.  If he doesn’t show, sell it on Craigslist.  Personally, I think two wrongs don’t make a right and it’s a bit aggresive to destroy someone else’s property.

If the lock. or chain, is hardened and yoi can’t cut it just take a hacksaw to the frame and put the remains of the bike out with the metal recycling. OTOH, if you feel mercyful, put a sign on the bike saying that’s what you’d do NEXT time.
