Replacing hatches to basement

I used to have a cover as you describe and it let in very little water.  I expanded the opening and had an ironworker put in steel doors like you see on the sidewalk in front of stores. Mistake.  They leak rain like crazy and there is not really any way to seal them.  It would seem obvious but make sure your ironworker gets you a watertight design.

Our house came with old, open hatches to the basement (really just bars to prevent entry), with ill fitting covers. When it rains quite some water makes it through there. We’d like to replace the current hatches with steel ones; does anyone have recommendations for someone that could do this? How much would this cost approx? Thanks!
