How to change alternate side parking policy?

I think the reduction is based on a rating for street cleanliness over a certain period of time given by Department of Sanitation.

How did Fort Greene, Clinton Hill and other neighborhoods get their street cleaning reduced to one cycle per week?  I know it’s a Community Board thing but can any Average Joe go to their CB and propose their neighborhood reduce their street cleaning in half?  Seems far fetched but FG and CH had to start somewhere, right?  Street cleaning each side of the street twice a week is ridiculous, especially when those vehicles don’t even clean anything.
