foreclosed condo, turned into an illegal hostel - what to do?

Both of the above – the city cares about this a lot more lately, so complaints are followed up more quickly. But be persistent.

condo unit in my building is in foreclosure. owner moved out, but w/ help of a broker, has turned it into an illegal hostel. legal proceedings underway, but what recourse do we have?
