Landmarked property

We are looking at a house that has been calendared for landmark.  If the house becomes landmarked, do it mean that any and all work on the house must be approved by the landmark commission? (e.g., if I wanted to change interior stairs, or build an extension)  If yes, (i) how lengthy is the process of getting approval from LC? (ii) does the renovation, if permitted, become more expensive than otherwise would be due to specific requirements of LC?  Thanks! Angie

If the property has been calendared, it will be shown as such on the DoB website and therefore require review by LPC anyway.  The length of time for review by LPC is a function of the scope of the work, and the preservationist to whom the project is assigned.  Interior only work is understandably processed more quickly.  Some exterior work may also be handled by the preservationist alone, however in most instances it will require presentation to the Commissioners.  The expense of doing work on a landmarked property has to do with the time it takes to move the application through the city agencies.  Time is $.  We’ve done work on numerous Landmark buildings: www.agenciegroup.com All best.

What bedstuymaven says. There is a vast amount of information on the nyc.gov site. Best to read up and inform yourself. LPC is under-staffed but you can call them and visit them when you have specific questions. Their approvals procedures move much more quickly when you, or your architect, or GC, have done enough research to be sure you’re submitting a permit request that is appropriate and fully documented. LPC is required to respond within a certain amount of time but if your application is faulty,  they will send it back to you and then the clock starts running anew. In terms of cost, it depends on the project. It shouldn’t make any difference to something like rebrownstoning your facade. But if, for example, you are replacing windows and bringing them back to their correct, original size it would probably cost you more because you’d need to submit some basic drawings showing the changes.

Here is a link to LPC’s FAQ.  http://www.nyc.gov/html/lpc/html/working_with/perform_work.shtml.  LPC governs work to the exterior of the building.  You would not have to get permission from LPC to change the interior staircase.

As far as land marked work goes some things are more important than others. Interior work you probably do not need to worry about, as far as an extension it will depend on a bunch of factors. That is not to say you can not do it but you may need aproval and as far as aprovals go it really is hit or miss from my experiance.

Building an extension would require review, but you would get a Certificate of No Effect for interior work.  The turn around time for the Cert. is one month or less, review would take much longer.

Yes. Depends on the work, the architect, and the expeditor (i’d like to say it depends on the LPC’s foot-dragging as well, but would get raked over the coals for that.) Yes, quite a bit more. …the joys of a landmarked house (under the current pettifogging rules.) Just get all the work one before it’s landmarked and paint the outside pink. It’s what I’m planning to do (well maybe not pink…)
