Who Pays for W/D Install?

My tenant has request that a W/D hook-up be installed in their apartment.  I have reviewed other posts on the forum re: the pros and cons of installing a W/D in a tenants apt, but I am wondering who should pay for the install and W/D?  Has anyone else confronted this issue?  I am considering the following terms: Tenant (T) pays for both hook-up install and W/D–Small rent increase to cover additional water usage;  T pays for hook-up and  Landlord (L) pays for W/D–Slightly larger rent increase;                                     L pays for hook-up and T pays for W/D–About the same rent increase as stated above;                         L pays for both–Larger rent increase. Thoughts?

 It’s your house, pay for everything and use 1/40-1/50 of total cost as montly increase. Are you really that worried about a few dollars one way or another since you can write it off anyway?

I’d vote you buy it and you own it. it simplifies things since it’s a capital improvement to your investment and you will be repaid for the investment within a certain # of months. But only put one in IF you want it. Main reason to have one is its a way to keep good tenant.

since this question is not asked in apartment planning abstract, but at request of specific tenants, I would ask what they prefer.  If I were renting and asked for one, I might have a specific preference for brands and styles, and might be willing to buy and maintain them, and take or sell them when moving out, of course, especially if landlords preference was to install lowest end ones.  Or, if not wanting to have to move or sell them later, especially if I did not see myself as a long term tenant, I might offer to share cost of nicer units with landlord, which landloard would then own and maintain.  In either case, I would expect landlord to pay for installing hookup, as that stays, and is an improvement to the property.  If I was poorer and did not care what landlord installed, I would expect landlord to pay for entire thing, and pay an upcharge in rent, not terribly high, as their installation is an upgrade to the property that will outlast my tenancy.  a rent increase for water usage specifically sounds cheap, unless it is a large family…get the water saving front loading kind…and water use could be less than an extra shower or two, which water usage you do not monitor.
