Carpet v Vinyl tread for stairs?

I recently purchased a multi family and the inspector suggested adding tread or carpets to our wooden interior back steps for safety. Does anyone have any thoughts/experiences with which would be safer for tenants? thanks.

I am not going to debate the rubber vs carpet other than to say that the rubber is used in commercial buildings where safety is a concern.  The rubber is a little trickey to install – at least the real good stuff I have ordered from Mcmaster Carr.  It has to be glued down properly but also the nosing gets a glue like filler which fills the gaps around the nose and stiffens it up to prevent it from moving under weight and cracking.  Just be aware of this if you order the product and go to have a handyman install it – you want to provide him with the materials and make sure he understands why they are needed and be sure he follows through ( I can imagine a lot of people ignoring the need for the nosing glue). I think the safety aspect is my #1 priority.  I’m willing to do some extra vacuuming if that’s the safest of options (having just tripped down the steps myself!).  Thanks for your advice so far and in advance to anyone else who chimes in.

Carpet will be safer than vinyl but more difficult to keep clean.  Also, you have to make sure that it always stays nailed down as sometimes a tread will come loose and that can be more dangerous allowing for someone to slip.  I think the individual rubber treads are safer too.  They usually have a non slipo surface of some sort.  if you don’t mind the uglier industrial look
