Are you able to move to evict tenants for using drugs?

Our next door neighbor, who is quite a bit older, has tenants that are smoking a lot of marijuana in the evenings to the point that her entire home smells when they are using.  She spoke with an attorney, who didn’t think she would have much of a case to move to evict them on the basis of illiegal activity, a clause in her lease.  I called our local precinct on her behalf asking if they were able to do anything and they said that unless they actually saw the tenants smoking, they could not do anything, however, her phone call alone would show as a record of her complaint should she decide to call 311 or even 911 though I tried to explain that this is probably not an emergency, so to speak.

Anyone have experience in dealing with tenants for similar problems and if so, could you please share?

Does your neighbor feel threatened or intimidated by these tenants? Will these tenants comply in vacating if their lease is not renewed? If non-stabilized lease, do not renew.
If stabilized lease, join them for a smoke and and just try to enjoy it.

have your neighbor offer to buy their tenants a good vaporizer.  will cut down on the smell significantly.

absolutely no way the cops will do anything unless they see someone smoking, in public.
