Window gates in a house with kids

I believe some half window guards swing open from one side.

When I was a renter I recall the city mailing me to make sure my landlord had gates installed on the windows if I had children in the apartment, to prevent kids from falling out. I didn’t at the time but when my wife and I had kids, I installed the gates myself based on that memory. The gates cover the bottom half of the windows, which slide up in warm weather.

However, I recently thought about it and realized that the gates would not allow someone to escape the room through the windows in the case of a fire.

I did a search online and it seems that the only gates that can be opened easily without a key from the inside are full-height, meaning they cover the entire window. It seems like these are more for security than we need ourselves.

My question is: what kind of safety gates do other parents have installed on their windows? Are they the ones that are screwed in or do they allow quick exit from the inside?
