Why do some landlords not allow cooking but, allow food use?

you can use induction burners, rice cookers, soup pots, etc to beat the system.

Cooking involves a whole lot of additional fire-codes and building code requirements as well as Health Department etc and the Fire & Liability Insurance goes through the roof.
In order to file plans and see them through to completion needs an experienced person and lot of capital, not only for hard costs but the carrying the space vacant for up to a year or more. If you are just starting out, with no experience, which it sounds like you are or you would not be asking this question, it becomes a landlords worst nightmare.
Food only with no cooking, still involves the department of health etc and exterminating issues that some landlords do not want bothering their upstairs tenants; but it is not as costly as cooking with everything that goes along with it.
