what to do about illegal construction in bed-stuy?

OK, yes I see you have a “lovely” new neighbor! And I also see that someone reported that they have taken down fences (stolen) . It may be too late to report that to the Police as grand larceny & trespassing.
But the Building without permits etc. call your community board but also; seeing the address for the owner, you will need to get a Real Estate litigation attorney on this one to get compensation.
Also report the building as unsafe. (which it clearly is)

At 187 franklin ave. there is a five-story illegal extension that is maybe 20 feet by 40 ft. they have no permits! what to do? FIVE STORIES HIGH! the DOB has done nothing.

I do not see that any complaints have been filed against 187 Franklin Ave. There are also no current building permits filed against it.
Start by calling 311. As it is in the back they will need access to see the extension being built, even if it is only from a neighbors yard, so you will need to give your name & number for an inspector to get access..

I have filed two reports, in the second one- asking for an emergency building inspection (which should happen is 24 hrs)and my neighbors have filed reports. the building has a one-story garage next to it, so access inst required to see a giant five-story building that wasn’t there three weeks ago.
