You see those very often in the garden level dining room where the family would eat everyday meals, at the end of the dining room closer to the kitchen. I think it’s more of a service station, where one could have kept serving utensils or other such equipment in the built-in drawers and cabinetry below.

It is usually called a Pier Mirror. They can be made in many, many different ways but you are likely to see them go from full floor to ceiling height or come with a bench and then the mirror above it and tend to be highly decorative. They are valuable if they are in good shape. If you are not loving yours then maybe have a carpenter take it apart and store it for you in your basement or restore it.
