Basically, yes. The Zoning Resolution indicates uses allowable in different zoning districts. Depending on the size, the DOB does allow for easier conversion between mercantile, office, and restaurant, but only if occupancy is less than 75 persons. Number of occupants is determined as per the building code (available on line). Other issues will be the live load capacity of the floor. A bank is an office use, with 60 lbs/sf; mercantile and restaurants require 100 lbs/sf.

Thanks @Pythagoras. Is this something that will take a year to approve especially since the occupancy will be more than 75 persons? I know a grocery is permitted at the site, just don’t know how long the change of use could take.
