What can I do with the verge in front of my house?

We live on a dead end street and cars are constantly doing u-turns in front of our house, often banging into our sad bushes and making them look even sadder. I’d like to put something on the verge (between the sidewalk and the street) to protect the plantings and to clearly signal that drivers should stop short of plowing into them. Thinking of an arbor/ arch which the bushes could grow up. Is this legal? Other ideas? Thanks.

If the City has not already installed “Dead End Street” signs at the beginning of your block to try to stop lost drivers entering; maybe your block association can have some additional mobile signs made to stand right in the middle of the entrance to the block, that can stand guard to idiots not paying attention to the City signs on the side. Yes it means legitimate deliver trucks sometimes need to get out and move them, it means that residents have to drive carefully not to run into them; but it stops rogue lost people from entering and making U Turns in the middle of your block.
It will need the whole block to agree or you will have a neighbor that objects for some reason or the other and it is technically a Department of Transportation violation to put things in the middle of the street, but only if someone calls 311 or similar.
