I don’t remember much of my high school math, but if you measure the circumference of the pipe it’s easy to calculate the diameter. I don’t remember t HT e formula, but I’m sure Google does

if op were to post a photo of the pipe under its own heading one of the plumbers would come on here and would confirm that that is a 1-1/4″ pipe and would also tell you the OD of it. they will know by looking at it where as i am only guessing. any cut you put in the side of a radiator cover will want to be substantially larger than the pipe so you can put that cover over it with ease. i am not looking that the photo, but i am mindful that we often have to negotiate this things in front of window sills as we lower them. i would make a 3″ wide cut in the side of that cover. as long as no one sees if from the front, who is any wiser?

I can think of a dozen ways to measure the pipe, but one pretty fool proof option would be to use a profile gauge. On the other hand, make sure you leave a little room, maybe a quarter or eighth between the trim and the pipe for expansion or movement.

and come to think of it, those pipes seem to be pretty near standard in this city so if you go to a shop that makes a lot of covers, they will be able to tell you what they need to know, ie how to measure what.

won’t they just cut a U shape a little larger to slide over it? usually the diameter (inside) on these is referred to as 1.25″ . that means the OD is going to be larger, perhaps over 1.5″. a plumber can speak better to this and will know as soon as they look at the photo what size that is. when we have to shop measure round things like rods and bolts and pipes, we use a vernier and General tool makes or did make a handy, cheap plastic one.

I don’t know a ton about MDF, it’s basically shreds of wood glued together into a board. I usually avoid it, although I may use on occasion because it is much more dimensionaly stable than solid wood. It will probably be undamaged by a steam radiator pipe, but I can’t say for sure. It may offgas toxic chemicals when heated, but I’m not sure. It is very easily damaged by water, so you’ll definitely want to make sure there’s not leaks near it. Now if I were using MDF baseboard, I thin I’d try prefer to keep the baseboard not in contact with the heat pipe if possible. So I’d make the hole a little bigger, and try to hide it with the escutcheon plate, or maybe even just leave a quarter or half inch around the pipe, to give it a little space. Look, what’s the worst that could happen, you have to replace a small section of baseboard? Either spend a little more effort, or roll the dice.

A wood baseboard will not melt. When you do the baseboard, a tall baseboard that goes over the top of the pipe might look better, but you’d probably need to put a seam where the pipe is unless you’re replacing the valve. Not knowing the use of this room, I’d probably recommend trying to refinish the floors rather than putting vinyl down.
Having installed vinyl myself in a rental, it’s not that hard, but it’s annoying and labor intensive. You’ll have to cut it to fit all those odd corners, and you’ll have to make the floor pretty even and level, or it will move under or be uneven after the vinyl goes in. Then transitions to other floors need to be made or altered. You’ll probably have to remove the radiator to do it. The vinyl won’t look as good, and although it’s somewhat durable it really does show wear in my opinion, and it can’t be refinished. The main advantage is it’s more water resistant, but if this is not a kitchen or bathroom, I don’t think that’s a big one over regular floor finishes.

is there anyway I can prevent the baseboard from melting like this?
I plan to replace the baseboard with 5 inch ones.

In my view, most of the trouble is with the wall and trim. You could change the valve, or maybe just the handle. Then remove the trim piece and place a nice escucheon plate on the wall. After that, you can scribe the trim around the escutcheon, or better yet, just replace all the trim in the room with a nicer baseboard, and scribe this piece.

Yeah, that’s a tough one. You’d have to open the wall around the pipe to see what your options are to move it. Things like that rarely ever part of a steam design so it was likely added or otherwise reconfigured to come out a side wall later on.
