Assuming it’s your sub-meter than either you or your management company if you have one should just type up a bill.

I have a mixed use property with a separate water meter for the commercial space. The water company only reads and bills the main water meter for the whole building. Who can I get to read the commercial water meter every 3 months or so and produce a bill?
