To permit or not to permit? That is the question.
if the inspector comes and sees work being done that doesn’t require a permit, they won’t issue any violation for work without a permit. i would just make sure you are using contractors who are fully licensed and insured.

I just purchased a single family home in Brooklyn a couple of days ago, and have plans to make some cosmetic updates to the property (new paint, kitchen cabinets and counters and new flooring). I have no plans to change the floorplan of the house or do any plumbing or electrical work beyond replacing some of the fixtures.
The very same day that the property closed a neighbor called in a complaint with the DOB that there was interior working taking place without a permit (sour grapes over something that had nothing to do with me). Because a complaint was filed, the DOB will come out but it could be tomorrow or six months from now. The work that I’m doing would take about 3 weeks to complete.
Here are my questions…
1. If I pull a general ALT2 permit for the work, does an architect need to draw up plans? This seems a bit crazy to me since it’s a relatively new house, the original plans are still on file with the city, and I won’t be making any changes to the floorplan of the house, or the plumbing or electrical. Are there an easier/less expensive path? I don’t mind pay ing for the permit but also having to pay an architect to recreate a recorded floorplan would drive up my costs by thousands of dollars.
2. Is there any way to skip the contractor and architect and pull the permits myself since this is my own home?
3. If I proceed with the work without a permit in place, what happens if the DOB inspector comes by while work is taking place but I don’t open the door? I could imagine a scenario where they hear the hardwood floor installation but never actually see it. Can the DOB issue a violation based on observed noise?
Generally, what are my options here…? Any recommendations would be greatly appreciated.

If all you are in fact doing is the work on your above noted list; you do not need any permits, nor can you file for any permits for that kind of work.
