tiling whole apartment floor to prevent noise going downstairs
While tile has great mass you need your floors decoupled and less resonant than tile. I used to provide detailed suggestions on this, but Jane has it right – there are so many soundproofing companies even in the city. Essentially you should try to “float” your floor, or really decouple it from the studs. Underlayment, isolation clips, springs, etc there are many ways to go.

Install soundproofing underlayment under the floors. Call Soundproof Cow and ask them what they recommend. Tiling is labor intensive and not the cheapest way to go about doing a floor. Plus there are other cons; cold in winter, slippery etc.

Have you tried wall to wall carpet with a thick padding? You could also try laying down plywood under the padding. Tile is difficult to remove and will likely bring down the value of your apartment should you wish to sell. Marmoleum (natural linoleum, not vinyl) also helps soundproof and also involves a layer of plywood underneath.

We are the downstairs tenant in our building and we have asked the upstairs neighbors to please use an area rug with padding in the room above our bedroom and to kindly refrain from tidying or packing (e.g. constant footsteps back and forth) late at night. So far (over a decade) it is working well.

You don’t say if you are renting or owning your apartment or own the building so it’s hard to say.
Unless you are talking about vinyl tiles, tile is actually kind of noisy, if it’s ceramic, marble and porcelain. To add to all the “cons” if you like music tile is the worst thing to have on a floor, too.
