Sidewalk Gate

Dilemma. Have a ground floor apartment. Theres a sidewalk gate to enter onto the property. Need a way to prevent people from entering onto the property, even before they get to the stoop gate (stoop gate is locked ). The sidewalk gate is waist high, so a lock would not be helpful. A double cylinder could work, but would be problematic for emergency egress. (e.g. [Samplegate](samplegate.jpg) ) Need to keep out bottle hunters, sleepers, users… Any ideas?!
